* rect.el (copy-rectangle-as-kill): New command.

* lisp/rect.el, lisp/register.el: Move bindings to bindings.el.

* lisp/bindings.el: Consolidate ctl-x-r-map bindings.  Bind
copy-rectangle-as-kill to C-x r w.
